2014537 - remove separate smartwindow.preferences.enabled pref

bug 2001453 introduced the pref and bug 2006248 finished the model portion, so maybe it's in a good enough state to not need a separate pref anymore

for now we might control the visibility based on browser.smartwindow.enabled but that will also likely change with bug 2010599 where users can block ai enhancements or smart window individually but still be able to turn it back on
