201773 - File Bookmark... from toolbar opens window that doesn't render all folders in bookmarks

Using File Bookmark...  from the toolbar opens a folder selection window that
doesn't render all folders in bookmarks. Bookmark file is large ~900Kb but using
"Manage BookMarks..."  I can see all folders and window seems ok.

Reproducible: Always

Steps to Reproduce:
1. Use largeBookmark file
2. Click on toolbar "Bookmarks:File Bookmark..." 
3. Window does not display all folders in the bookmark file.

Actual Results:  
Window did not render folders in selection window. Changing window size or
iconifying window and restore does not fix it. Must be a resource allocation for
the window.

Expected Results:  
Shold see all folder as the "Bookmarks:Manage Bookmarks..." window does.
