The default button is changing in Nova to just have an outline, but in some cases we still want to have a button that looks more like our current default button.
Create a variant of moz-button that without Nova is an alias of default, but it should use the --button-*-neutral tokens. These will be aliases of the base tokens. Then run the Figma import from bug 2021477 and it should bring in the Nova styles automatically.

This work is being covered in a patch for https://bugzilla.mozilla.org/show_bug.cgi?id=2029183, which started as converting moz-button CSS vars into JSON tokens.
