When I tested the AIControls policy, I was surprised to find that setting AIControls | Default | Locked also locked all individual AI controls. I had expected that the main switch would no longer be changeable (primarily to prevent the activation of future, as-yet-unknown AI features), but that the individual AI controls could still be changed unless they were explicitly set to their individual Locked status.

The reason we did it this way is so an IT administrator could choose to lock all future updates to AI Controls.
They can disable everything and then enable things as we add them.
