As discussed here https://bugzilla.mozilla.org/show_bug.cgi?id=2026486#c6 and after confirming with UX, we will dismiss the infobar warning when the the panel opens if there is an in-panel warning message, and we will not show the infobar if the panel is currently open and showing a warning message.
This is intended for post-150 release.

We have verified this as fixed using Firefox Nightly 151.0a1 (2026-04-16) on Windows 11. The infobar is dismissed when the VPN panel is opened and the warning is displayed.

A question for you Becca - given the following scenario:
- create a new profile
- login into VPN with a 75%/90% usage account
- finalize the login => the VPN main panel with a warning is opened automatically and the infobar is dimissed;
- dismiss the warning
- open a new window => should the infobar be displayed or not is this case?
It would make sense to be displayed because it was not dimissed, but this means we will have the infobar available untill we manually dismiss it, and somehow beats the purpose of this ticket.
Right now, when the panel opens, the infobar is considered dismissed just the same as if the user were to click the X button and so does not come back in a new window because we landed Bug 2031685. I think the idea overall is to make the infobar warning less sticky and intrusive, so I think this is okay, but I could see a scenario where the user doesn't read the infobar warning before the panel is opened (esp when it opens automatically) and they're left wondering what it was because it never shows up again. Let me know if you think we should talk over this scenario with UX more, or if this seems acceptable to you.

We can go with the current behavior and if there will be some negative feedback for this we can go back and reasses this.
