[Affected versions]:
- Firefox Release 149.0;
[Affected Platforms]:
- desktop;
[Prerequisites]:
- Have the VPN available and ON;
- Be logged in with an account that has >75% usage;
[Steps to reproduce]:
- Open a new window without changing the VPN state;
- Observe the behavior;
- In the new window turn the VPN OFF;
- Observe the behavior;
[Expected result]:
While opening a new window both infobar and warning are displayed/carried over without the need of changing the VPN state;
[Actual result]:
While opening a new window the infobar and warning are not displayed. Changing the VPN state to OFF/ON will trigger both infobar and warning to be displayed.
[Notes]:
- In the main window the infobar and warning are always displayed.
- On Firefox Nightly 151.0a1 (25-03-2026) the warning is carried over.

turn ON VPN => 3GB infobar + warning displayed in current window, infobar is not displayed in new window (just the warning)
turning it OFF => triggers the infobar in a new window as well

The issue also applies if the infobar is dismissed from the "X" button -> at turn ON it is shown again - let me know if this needs separate tracking.
Yes, if you could file a separate bug for 'infobar does not stay dismissed after clicking 'X' button' that would be helpful!

After discussing this with fchasen and rking, we'll update the expected behavior as follows:
- If an infobar is displayed, it will be dismissed when the VPN panel is open and contains a message bar.
- If the VPN panel is open with a message bar, an infobar will not be displayed.

Verified this as fixed using Firefox Nightly 152.0a1 (21-04-2026) and Firefox Beta 151.0b1 on Windows 11/macOS 26.
Changing the VPN state does not impact the infobar/warning behavior.
