Following work in bug 2022631, we need to add functionality for dragging and dropping tabs and/or bookmarks into or out of the updated bookmarks panel. For example, a user should be able to drag a tab from the tab strip into the bookmarks panel to bookmark it. It should work similarly to the way it worked in the xul-based bookmarks panel.
This work is behind the sidebar.updatedBookmarks.enabled pref for now.
