With the remaining patches landing, we'd like to reenable and gather new round of telemetry and user feedback to aid decision if we keep the current version or refine further. For now this is intended to ship with 152, so going to set pref to true.

Release Note Request (optional, but appreciated)
[Why is this notable]: User facing change. Helps users recover from site breakage caused by tracker blocking in Private Browsing.
[Affects Firefox for Android]: No
[Suggested wording]: When a website in a Private Browsing window may be broken because of tracker blocking, Firefox now shows an infobar after a reload. Clicking "Reload" in the infobar disables tracker blocking for that tab and site and reloads the page. All other tracking protections remain active.
