While on a plane, I tried to connect to the inflight captive portal with user/password.
I needed to log into Bitwarden to get it, but the window that was opened also displayed the Captive portal login bar.
I think we ought to show that login message only on windows that have the full chrome UI (tabs, URL bar, extensions) not on windows opened by the extension that don't even show the URL bar.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Password Manager' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
