I got it wrong in shipit#1946. https://firefox-ci-tc.services.mozilla.com/secrets/project%2Freleng%2Fshipit%2Fdeploy only sets the frontend config. XPI_LAX_SIGN_OFF lines in the backend not the frontend. Let's configure the backend, then.

I confirm it worked. I had to signoff twice but it worked. It didn't error out the 2nd time.
