Steps to reproduce:

Create a New Label in Preference Panel

Actual results:

You cannot order the label in the panel, and there is not possibility of organize them in any way, Since the order is alphabetic by default (who decided this crap?) he key shortcut used for 'tagging' change when a user add a label.
You cannot add a label and consistently use the tagging key 0-9 to FIX a label.
If you work on different project, new/old project cannot be prioritized by for example putting their label in a proper hierarchy

Expected results:

I add a label to organize projects. I want to decide which label is associated to each key for tagging. In particular if the label that I used is a 'old project label' it can be out of the 10 key used for tagging, if it is new: I want to decide WHAT IS THE ORDER or at least THE key used for tagging (1..9). So, the key for tagging other project DO NOT CHANGE if I want them to be constant. If more than 10 labels are used, I can decide what to move out of the key bindind. (I suggest to also have a shift+1..shift-9 to add more label <-> tagging keys)
