We did a similar migration in bug 1997467 when auto-pip became a preference in the about:preferences.

While we're at it, we can remove the existing JPEG-XL migration.

Assignee: nobody → brennie

This feature is becoming enabled by default in Nightly, so there is no
longer a need for a user-visible opt-in. Additionally, we no longer have
to migrate new users into the existing firefox-labs-jpeg-xl enrollment.
