The Bugbug bot thinks this bug should belong to the 'Firefox::New Tab Page' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Hi Catt0s, are you wanting to enable these features from Labs? Are they not enabled already?
This page doesn't quite follow the usual model of having the newest content since features are removed from Labs when they are enabled by default. I believe that's what happened with JPEG XL, it is getting turned on by default so it's no longer shown in Labs
It looks like the Labs page was updated in bug 2041397 but the feature is only enabled in Nightly by default from bug 2040074
@Tim is it expected that the Labs content is removed in 153 for all channels?
I have confirmed that JPEG XL support is indeed present, even though labs doesn't have the toggle and the about:config flag is disabled, though it wasn't before the status changed on the ideas page, at least in developer's edition.
As for the widgets, they are not present in the new tab menu at all. In about:config, there appears to be a browser.newtabpage.activity-stream.widgets.system.* for them. Enabling these changes they newtabpage to the updated layout (firefox logo top left), but the widgets do not appear on the page or customizer still.

JXL is enabled by default on nightly only right now. JXL should be present in all other channels in Firefox Labs. I do see JXL in Firefox Labs in Beta, but not in aurora (aka dev edition). Claude thinks that the reason is that aurora is a distinct channel from beta in nimbus, so needs it's own logic.
Beth, would you be able to confirm and fix aurora? And perhaps other features need to be updated for a similar issue for aurora.

It needs a separate rollout in Experimenter. Leaving ni? to myself to launch one tomorrow

The Firefox Labs JPEG XL rollout should be live on Developer Edition within the hour.
For posterity, the way labs works is that each checkbox corresponds to a single rollout in Experimenter, configured with some special flags. When published to remote settings, the Nimbus client will pick them up and add them to the list of available opt-ins if the clients match the targeting (e.g., correct browser version and channel) and bucketing (% of population the feature is available to, based on their profile group ID).
More documentation is available at https://experimenter.info/workflow/firefox-labs

The lab setting is indeed now in the settings. Widgets are not.

How do you want to handle comment 7? New bug?
I put them in the same report because I was under the impression they had the same root cause, but if comment #6 is saying what I think, I don't think they are the same root cause. So probably a new bug, yes.

Actually, while it was present in stable 152.0, it is absent in 152.0.2. May be intentional?

These launches don't really need bugs.
However, I see tab notes in Firefox developer edition 153 and according to experimenter it is avialable 149+ https://experimenter.services.mozilla.com/nimbus/tab-notes-firefox-labs-betadev-edition/summary/
