2046681 - Tab strip gradient should fill the status bar

Buliding on top of Bug 2041876 that updated the tab strip to the Nova design specs. We also want the tab strip gradient to fill the status bar.

Verified as implemented on the latest Firefox for Android Nightly 153.0a1 from 6/14 using the following devices:

• Pixel 6 (Android 17),
• Vivo v23 (Android 14), and
• Redmi Note 8T (Android 11).

The verification doesn't quite make sense since this bug isn't fixed yet.

Verified as implemented on the Firefox for Android Nightly 154.0a1 from 7/8 using a Samsung Galaxy Z Fold 4 (Android 16), and a Xiaomi Poco X7 Pro (Android 16).
