spun off from bug 204882. found using 2003.05.09.05 commercial bits on linux
rh7.2. the Ctrl+M keyboard shortcut for a new message window is missing in
navigator-only installations.

1. install nscp or mozilla *without* mailnews (mine was simply
navigator+composer with spellchecker and talkback).

2. open a browser window.

3. look at the menu item File - New - Message, or hit Ctrl+M.

results: ctrl+M doesn't do anything. and the menu item is missing the label for
the keyboard shortcut
keep in mind bug 204621 blocks the functionality of accessing mail on linux.
