Steps to reproduce

1. Launch Firefox.
2. Open the Sidebar by toggling the button in the toolbar.
3. Observe the Tool Icons.
4. Enable Vertical tabs.
5. Observe the Tool Icons.

Expected result

• At step 3 and 5, Icons are displayed by default in the correct order.

Actual result

• At step 3 and 5, Icons are displayed by default in a different order.

Regression range

• Not a regression.

I think we didn't do this work yet, so I will close this as a dupe of bug 2041030 where the work is supposed to be done.
