As I wrote in bug 204525 comment #13, this problem results from the build-time
option of:

ac_add_options
--enable-extensions=default,-inspector,-irc,-venkman,-content-packs,-help

with -help being the important one here. That said, the help is still Mozilla
Seamonkey, but in the case of these three that shouldn't matter.

help button is gone from image/cookie manager in my Mozilla/5.0 (Windows; U;
Windows NT 5.0; en-US; rv:1.5b) Gecko/20030827 Mozilla Firebird/0.6.1+

i don't know if password manager still has it so still open for someone to fix/close
