2052275 - On initial browser load, the new "Open tools from sidebar" option is enabled even when vertical tabs are enabled

In bug 2047653 we added a new option in the Customize sidebar panel "Open tools from sidebar" that should be checked by default, enabled/actionable for horizontal tabs mode and disabled/inactionable for vertical tabs mode. It looks like on initial load of the browser (after clobber/rebuild), the option is enabled/actionable by default even for vertical tabs mode until you uncheck then recheck the vertical tabs option in the same panel. We should ensure that this new option is never enabled when vertical tabs are enabled.
