"Save page as..." dialog should provide [for filename] title of the document instead of document filename

When saving the page, by default Mozilla provides filename recieved from page's URL.
IMHO Mozilla should provide title of the document for it because it is much more
convenient for users to operate with normal - readable - names instead of
machine names. Also, as page integrinity is already broken (files used by page
is saved in separate folder and link's href is set to absolute url -
http://com/1.htm) there is no need for filenames to be kept original.

It used to work this way. There were a lot of user issues with it, though, so
the behavior was changed.

Does anybody know of any bugs describing the user issues? There's a current
user issue; that is users are doing alot of unnecessary typing with the current
behavior.
For example, showfile.php needs to be deleted and replaced with "The Declaration
of Independence.html", when the document title was already "The Declaration of
Independence". Some combination of title and default extension for MIME type
ought to work most of the time, or so it would seem, but maybe others know of
pitfalls I'm missing.

Dang you're fast :) I found bug 115176 shortly after I commented and got a
mid-air collision typing this.
Having this _always_ be title is a bad idea per that bug. I'll file a new bug
on having an option, checkbox, etc, as proposed there, but I'm verifiying this
one as doing it always this way is a dataloss problem.
