When right clicking on a mail box under Mail & Newsgroup, and selecting Open in
New Mail Window (or simple double clicking the mail box to bring up a new mail
window), the new mail window that comes up doesn't contain the button to
minimize or fully expand the window. The only button available on the top right
hand side is the "X" close window button.

Reproducible: Always

Steps to Reproduce:
1.Launch Mail
2.Right click on one of the mail boxes and select "Open in New Mail Window"


Actual Results:  
The newly opened window cannot be minimized or expanded to full screen.

Expected Results:  
The newly opened window should have all three buttons to minized,
expand/unexpend, and close window button on the top right hand side.
