This is a meta bug that will track making CI tasks clone from Github rather than hg.mozilla.org. Initially tasks will clone from Github when available, but fallback to hg.mozilla.org when not (e.g when a dev pushes to try).

As we proceed and gather more data, we may decide to adjust the approach.
