Milestone 1 – Sync Settings Foundation

Introduce a dedicated Sync settings screen with a user-facing toggle to enable or disable Sync. Sync remains enabled by default to preserve the current experience while establishing the UI foundation for future changes. This milestone also includes technical discovery and planning for authentication without Sync (Milestone 2).
