I have no plans to sign in to sync, yet that seems to be the most important thing there is in the Application menu. That isn't very user friendly.

I add that the menu does not respect identity.fxaccounts.enabled preference. It still appear but with a button that does nothing. I use sync on my main Firefox instance. but not on the developer edition where I test my code, That menu entry is as annoying as seeing the red dot over the Microsoft Edge avatar icon. It is psychological pressure to normal users to make them sign in.

We technical users can find a way to remove it, but normal users must have a simple option, maybe the signing dialog with a button for "I will not use sync" or something like that, that removes the menu entry. If the user later want to use it, it is still there in the settings.

Not respecting the pref is bug 2065899 and I'll fix that.

Can we make this promo go away if a user sees it X number of times and never takes action?

The subheading occupying two lines (Bug 2061882) contributes to the promo size and dominance in the menu (78px vs 60px height).

The sign in promo is more eye-catching than the update notification and occupies the same space which trains the user to ignore the first highlighted item in the menu which could result in important updates being delayed.

The about:config approach to dealing with this nuisance is the nuclear option that makes the user no longer reachable which undermines the promotion and any future promotions.
