20651 - Return Receipts prefs panel doesn't fit in window

In the prefs window, the Return Receipts panel doesn't quite fit. It spills off
the right edge of the dialog. Also, the first couple of buttons don't entirely
fit w/in the first fieldset, causing them to spill out on the bottom.

As a result, actually, I can't click on the "both types of receipt" radio button
except the very small portion that is w/in the fieldset. I guess the click on the
portion of the button that spills out gets eaten.

yes, my changes fixed this.

(it looks good on mac and windows now.)
