In order for the jobs to use the plugin, we first need to add the restricted artifacts, so that we can designate the various trees (try, autoland, etc) to be allowed to fetch them. I assume we would prefer not to expose them publicly to avoid accidental distribution, but gated on level 1 try access should be sufficient to prevent that.

These artifacts are project gated by default, so we will need to
update the permissions to allow tests to use them. We don't want to
ship on taskcluster publicly by default to minimize the chance of
any accidental distribution of the plugin.
