2065783 - Add openh264 job variant for WPT webcodecs/webrtc to run using Cisco OpenH264 plugin

Let's add an "openh264" variant that uses the fetches in bug 2065782 to install the plugin instead of using the fake plugins. It shouldn't run by default because there are probably test failures we need to work through. We can green them later.

Attachment: Bug 2065783 - Add openh264 variant of the WPT webcodecs and webrtc tasks.

This will allow us to run these tests with the actual Cisco
OpenH264 plugin, which is much closer to the release configuration
than the fake plugins. It forces OpenH264 to be preferred by
default to maximize the test coverage using the plugin. Test
failures are expected, so we will need to update annotations before
enabled on autoland/mozilla-central by default.
