Ideally, we need to limit that to users with editbugs permissions. This way, we do not need to handle that on the Hackbot side.

One this change is in production, you will just need to login to the hackbot account in BMO and go to the user preferences page. There you can select to block needinfo unless requester has editbugs as a choice.
