The tab's canonicalUrl is written from three places. TabNotesController sets it when the CanonicalURL actor identifies one and clears it on navigation, SessionStore sets it on restore, and swapBrowsersAndCloseOther copies it when a tab is adopted. Every reader is tab notes code or tab notes UI in tabbrowser.

Either tab notes should own it fully, keeping it in a private data structure, or tabbrowser should be responsible for writing it alongside SessionStore. If tab notes persists it with SessionStore.setTabValue, it needs its own privacy-level filtering, which TabState applies to tabData.canonicalUrl today, and a fallback for sessions saved with tabData.canonicalUrl.
