Sorry if I ask in the wrong bug.
Why not place the .tab-note-icon-overlay at the bottom of the pinned tabs, so that we can have both .tab-icon-overlay and the note icon at the same time?

Hi, Merci chao. I added the tab note overlay icon in bug 1994535, so we could continue the conversation there. I am guessing that our user experience designers did not want to have lots of icon overlays covering up the tabs at the same time. I will have our design partners take a look at your feedback and I'll let you know if there is any additional information. When I implemented the tab note icon overlay, I decided to add a separate image element because .tab-icon-overlay was already overloaded to display only one of several different kinds of icons. If we do decide that we will still only show one at a time, then I hope that having the separate .tab-note-icon-overlay element would help you display both if you want to support that in userChrome.
