I ran into this as well on Linux (RH9, kernel 2.4.20-13.9) after upgrading.
Selecting a folder for the toolbar isn't working either:
select Manage Bookmarks
select folder
select View/Set as Personal Toolbar folder
Result: toolbar remains the same. After going back to 'Manage Bookmarks',
folder location is listed as NC:PersonalToolbarFolder but the toolbar continues
to display "Home" and "Bookmarks" folders.
