There needs to be a global pref to allow the user to change the increment
(distance) a page scrolls when using the arrow keys. Right now, it appears to be
the equivalent of one line of 12 point text. This is quite small and was
configurable in other Mozilla versions.

You can't change that in Mozilla (seamonkey) either.
When it configurable in Mozilla, it could be reflected in Mozilla Firebird too.
