when I try to copy a url into the urlbar, it inserts the text twice and deleting
it is flakey too.

I believe it is a duplication of #16520. Also looks like it was fixed (well,
sort of) now. reassign it to blee since he has been working on it. blee, please
verify whether this is a duplicate bug. thanks.
