Part of the REST-to-Mojo migration tracked in bug 2057358

• Port Bugzilla::WebService::Bug (fields, legal_values, flag_types, get, search, create, update, possible_duplicates, history, comments, add_comment, render_comment, comment reactions and tags, attachments, add_attachment, update_attachment) to native Mojo controllers under Bugzilla::API::V1
  This is the largest resource in the series (Bugzilla/WebService/Bug.pm is about 1,700 lines of code plus POD) and most of its endpoints are called by the web UI, so the port is split by functional area.
• Keep request parameters and response format unchanged, reusing Bugzilla::API::V1::Util->type() for value typing
• Same delete/dispatch-table cleanup pattern used for prior resources, done once every endpoint is ported
