Part of bug 2081819

Port the comment endpoints of the legacy Bug REST resource to a native Mojo controller, Bugzilla::API::V1::BugComment.

Endpoints:

• GET /rest/bug/<id>/comment
• POST /rest/bug/<id>/comment
• GET /rest/bug/comment/<comment_id>
• POST /rest/bug/comment/render
• GET /rest/bug/comment/<comment_id>/reactions
• PUT /rest/bug/comment/<comment_id>/reactions
• GET /rest/bug/comment/tags/<query>
• PUT /rest/bug/comment/<comment_id>/tags

Scope:

• Port the seven methods (comments, add_comment, render_comment, get_comment_reactions, update_comment_reactions, search_comment_tags, update_comment_tags), keeping
  request parameters and response format unchanged.
• They are called by the web UI (BugModal comments and reactions, comment tagging, the text editor preview), so the native endpoints must match those calls exactly.
• Comment timestamps keep their trailing Z.
