Down load stops when the browser is closed and all current downloads are lost.

Down load stops when the last browser instance is closed and all current
downloads are lost. Even though the Quick launch is running.
Reproducible: Always
Steps to Reproduce:
1.Start downloading.
2.Close the last browser instance.
3.
Actual Results:
Lose of current portion of download.
Expected Results:
At least report that a download is in progress and the you are about ready to
lose (3/4) of (50mb) which has already been completed and that you are unable to
resume. Real easy to close and not have any other browsers open.

The downlaod manager should be kept alive within the quick launch applet if it
is running and when the last instance of any mozilla applet is close, a
confirmantion warning should be issued that a loss of data will occur.
Additionally, the download manager should be able to resume.
