The "My Panels" title bar is a splitter in the navigator window. It shouldn't
be, since there's no way to move it anywhere. It's just confusing.

I made "My Panels" a splitter for mailnews and AIM, since they have a panel
above it. Do you know of a way I could use the right widget for each case?

It's only the browser window that you need to fix, since there's nothing above
My Panels, so you don't really need a splitter in this case.

Dave, the problem is that the sidebar uses an overlay. Is there a way to have
the overlay use a splitter in one case and a simple box in another?

I think this bug is a duplicate to 23606, or the other way around how ever you
like it. This bug also seems to be poping up more and more within bugzilla.
