Update to tzdata 2026f.

Notably, Cuba now will not fall back on 2026-11-01.

2026f isn't actually published yet via our normal scripted update route of pulling https://github.com/unicode-org/icu-data

Ah, it's stuck in PR (ironically due to CLA checkig) https://github.com/unicode-org/icu-data/pull/60

I updated locally from the PR branch, but didn't want to submit a patch that pulls from it. icu-data being built with ICU 79 breaks localized time zone names in Europe/London and America/Coyhaique. Keeping tzdata 2026e's metaZones fixes the former, but the latter is broken until we can update to ICU 79 as well.

Oh fun. Bug 2078280 is about the ICU 79 update. I wonder if you can do a local build with that too?

Keep old 2026e metaZones data, to avoid breaking localized time zone
names for Britain. The workaround will no longer be required when we
update to ICU 79.
