I would like to be able to have the options to open links in new window in the
background (like you can now do with tabs). 

Reproducible: Always

Steps to Reproduce:
1. Open new link.
2.
3.

Actual Results:  
Opens in Foreground.

Expected Results:  
Have an option you can set to have links in new window open in background.
See also bug 105977, same bug for Seamonkey, and bug 56690, which has a partial
workaround (bug 56690 comment 49).
