Don't get the popup, but there is a blank area adjacent to the scrollbars in the lower right corner of the page that behaves as you describe. Assigning to evaugahn as p4 for m16

This does not seem to happen in the current build. I even tried the duplicate bug attached to this and that didn't happend either. I believe this is fixed.

you don't need the the popup, or that page. Just have the window smaller than the content such that you have dual scrollbars. The key is to click_and_hold in that little grey area. For some reason it works better if you click in the upper-left quadrant of that little grey box. When you do so, the view scrolls along both axes and performs a drag select!?! This bug is XP and reproduced with 2000030113 builds on all platforms.

Can't be completely sure, but it seems that a click-and-hold with no movement of the cursor during the hold does not trigger this, but if the cursor is moved at any point during the hold -- even to the left or upwards -- the weird bidirectional scrolling starts. At least, if I try to not move the cursor, I can't always reproduce this, but if I make sure it does move, this is 100% reproducible. As far as I can tell, the scrolling happens in both directions at roughly the same speed, although depending on the dimensions of the page one scrollbar usually moves all the way well before the other.
