I tried to explain this earlier but the advice I was given was not applicable.
It also referenced buttons that don't appear to exist on version 1.4 (there are
only 6 dropdown options for View as opposed to ~15 in 1.3). I might have used
incorrect lexicon in my previous post reporting the bug so I'm going to try it
again now to clarify.

I am unable to add bookmarks to the actual interface. I can put them in the
bookmarks folder but when I attempt to drag and drop a url into the space
directly below the url window on the interface, I get the error noise and the
bookmark is not created.

Here is a visual representation with the way it should work at the top and the
way it works now below that.

When I try to pull any of the bookmarks out of the folder and place them
directly on the panel, I get the error noise. I either have something
selected incorrectly or there actually is a bug in the new version. Since I
wasn't having the problem until I installed 1.4 today and I haven't tinkered
with any of my settings, I really think it might be the latter.

Reproducible: Always

Steps to Reproduce:
1. I try to drag the url of the desired bookmark.
2. I drop it onto the appropriate place on the interface.

Actual Results:  
I get the error sound and the bookmark is not created.

Expected Results:  
The bookmark should have been created in the appropriate spot. Again using the
visual demonstration from above, here is how it should look if I add a Mozilla
bookmark to the main interface.

The mozilla.org bookmark is not being created for some reason so the drag and
drop feature is failing.
Does the drag and drop feature work when adding to any other place--for example,
a folder in Bookmarks Manager?

It's a known problem that if you delete the Personal Toolbar Folder--the
specific area to which you're referring--that dragging items on to its place in
the UI (below the address bar) will not work. I can search for the bug here
later. If that's the case, this bug should be marked a duplicate of that one.
Marked a dupe of bug 88711. See that bug for the workarounds--you'll see a few
in the comments; I don't know which ones work since I haven't encountered this
myself.
