Details

With the cache in place, I think implementing ftp restart should be relatively
simple.  This is related to bug #20851 (Implement partial HTTP caching).  Fix
one of these bugs and you're 75% of the way towards fixing the other.
Bulk move of all Cache (to be deleted component) bugs to new Networking: Cache
component.
