213785 - not getting asked for password even if "needs password" is enabled

In the 0.9 series I'm not getting asked for my password, even if the needs
password option is enabled for this server. I have only one server in my list,
and the initialURLs string has the needpass option in it, so it seems it gets
correctly safed, but not correctly read out / processed.

I didn't have this problem while using 0.8.34.

I tested this on a clean install of 1.4.
And I use psybnc, latest version.

Reproducible: Always

Steps to Reproduce:
1. Open chatzilla

Actual Results:  
I had to input my password via /quote pass <pw>

Expected Results:  
It should have done this automatically, after asking me for the password.
