The "New Folder" icon on Manage Bookmarks has an _F_ accelerator, which
conflicts with the "File" menu's _F_ accelerator.  Use of _F_ gets a new folder,
when we really wanted to see the File menu.

Reproducible: Always

Steps to Reproduce:
1.Alt-B/M to open Manage Bookmarks
2.Alt-F to open File Menu
3.

Actual Results:  
"Properties for New Folder" dialog opened.

Expected Results:  
Displayed the File menu.

The same accelerator is used for both, but the toolbar button works only with
ALT+F. The menu can be used with either ALT+F, which doesn't work because that's
already occupied, or ALT, F--where you press and release ALT and then press and
release F.

This could be working as designed, but I'm not sure. Even if it is though, it
doesn't seem like it should be anything major to change to overcome a minor
issue like this one that might just help eliminate a *little* confusion.

I've confirmed this bug, but if it is indeed WAD and not open to change for some
reason, then, of course, resolve it as appropriate.

The keyboard accessibility stuff needs work in a few other places too, there's
already bugs on those.

In my version of Mozilla the shortcut for New Folder has been changed to 'N' -
suggest resolving this as 'fixed'.

Is that Mozilla or Mozilla Firebird?  Did a clean build starting at 3 AM, still
shows F for New Folder.
