214663 - Thunderbird localization problems, package structure incompatibility with Mozilla and Firefox

1. We need to make unified packages which will be working on Windows and Linux
and any other system (like in Mozilla suite). For now (also in 0.1 release)
Windows package differs from Linux package.

2. Don't break directories and files structure, we should have main package
(en-US.jar and not en-US-mail.jar), region pack (US.jar, now it is in
en-US-mail.jar) and system packages en-win.jar en-unix.jar, en-mac.jar.

Without fixing this bug it really makes hard to localize Thunderbird. Btw. This
could also break compatibility with localization utilities (like MozillaTranslator).
