On the bug submission form, when activating the dropdown menu, it sometimes
shows that part of the list is selected.

Also, if I put the mouse on the TEXT of the dropdown listbox, (instead of on the
grey box next to it), the list is pulled up until I release the mouse button.  I
don't know if this is expected hehaviour, but it prevents me from scrolling to
see other possible entries on the dropdown box.
