Only fixed by closing the affected window, closing the tab doesn't work. Reproducible: Always Steps to Reproduce: 1. Drag the scrollbar 2. While dragging scrollbar, have a window pop-up and steal focus, can be anything 3. Try to drag the scrollbar again after Actual Results: Scrollbar is stuck and unusable Expected Results: Scrollbar should still be able to move and function Was tested using the default theme.
I think this is probably the same as bug 214621. Admittedly bug 214621 is not very clear for anyone having a quick search through and should probably be deleted/closed and replaced (perhaps by this bug).
I'm not sure about comment #1, but I've seen this bug. To reproduce, make sure cookies are set to ask for confirmation, then load a page that is longer than one screen height and that will ask to set a cookie. While the page is loading grab the scroll bar and begin scrolling. If you happen to be scrolling when the cookie dialogue box pops up, after you accept/reject the cookie, you won't be able to drag the scroll bar, although clicking above/below it will work as will the up/down arrows.

Yeah, I've seen this too, I can reproduce on build 2003-08-29-04 on Windows 2000, but I've seen this for a couple of weeks, though for a while I couldn't pare it down to a simple testcase. If a modal dialog from another application comes up, once you return to the child Moz window, the scrollbar stops responding to click events, but it's just the bar. What still works: 1) Mousewheel 2) Up/down buttons on the keyboard 3) Page up/page down buttons on the keyboard 4) The scrollbar's up/down chrome buttons. Brian, do you have any cycles to have a look at this?

For me the mousewheel was also disabled whenever the bar was.
