Having two dialogs to manage cookies seems inefficient. Just one button in
preferences ("Manage Cookies...") should bring up the current cookie manager and
whitelist/blacklist dialog within one window. Could be a tabbed dialog, or
reorganized into a single flat dialog.
Reproducible: Always
Steps to Reproduce:
1. Open Cookie Manager.
Actual Results:
Have to close the window and open another one to get to the blacklist/whitelist.
Expected Results:
Should be able to completely manage cookies with one interface.

Blake: since the dialogs have some overlap, I think this would be a usability
win. I would still keep the two buttons in the prefs panel, but they could each
target a specific tab in a shared dialog via OpenDialog arguments.

being able to open both windows was something blake mentioned to me on IRC a
while back. It makes sense to me...
