We need to force a minimum window size for the Preferences window. Now that it's
resizable, it's also resizable to a small enough window so that the display is
garbled (eg text displays on top of and outside its borders).

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.

Dan, how might we accomplish this?
Come to think of it, I think the toolkit doesn't support this capability. I 
suppose no one has wanted it until now. It could probably be implemented as a 
property of the window tag, like width and height, but it would take some doin'.

->mcafee. i can make the prefs dialog Really Really tiny, at least on linux.
