When checking the checkbox *URL is relative to Page Location* in the Page Colors
and Background dialog box, the setting is not held. The next time you go into
that menu, it will not be checked, and the path to the selected item reverts to
an absolute path rather than the relative path. One must edit the source in a
seperate text editor. Next time the page is opened in Composer, an absolute path
to a local file is substituted for the correct relative path.

Steps to Reproduce:
0. Open an already saved HTML file on your local hard drive in composer.
1.Select Page Colors and Background... from the Format menu
2. Click on Choose File button and select a Background Image
3. Click the checkbox URL is Relative to Page Location (note path changes to
relative.
4. Click OK, then go back into the menu and see that the checkbox is unchecked,
and the path has reverted to absolute.
Actual Results:
Relative path to a background image shows an absolute path to the file on the
local users hard drive. This is useless once the file has been uploaded to a web
server. The file has to be fixed in a seperate text editor every time you open
the page in Composer!
Expected Results:
When checking the Relative to Page Location dialog box, the relative path should
be retained as specified.
