When the browser is opened, personal toolbar, tab bar and browser view all shake
vertically and independently, i.e. each part moves up and down a few pixels,
each at its own shaking rate. Hiding (or closing) the personal toolbar stops the
shaking. My personal toolbar is empty. When I change my preferences to show
something, e.g. bookmarks, I can't reproduce the shaking any longer.

Reproducible: Always

Steps to Reproduce:
1. empty personal toolbar
2. (maybe restart is needed, didn't test that)
3. close and open the personal toolbar

Actual Results:  
personal toolbar, tab bar and browser view are shaking

Expected Results:  
It shouldn't shake
